How do you make those quotes with the cool backgrounds on photobucket?

I really need to know how to make those quotes with backgrounds that you find on photobucket. Does anyone know how or where to do it?

1. All you have to do is click "edit" by the picture, and this will open up something called FotoFlexer. Here you can edit basically everything, its really handy! :) The Edit button is small and white, just on the picture. Hoped i helped somewhat. Goodluck!
